Is there cheats in this game? I seen a player have is own lane and get level 12. Why my team was only level 1 in the same lane. How can this be possibe.

Sounds like a case of own creep killing, where the lvl12 guy has killed his own creeps so the opponet gains no xp. While it's not a cheat, it's still an illegal move.
Don't know any cheats to exist in the game, and highly doubt there are any.
